All I can truly suggest is suppressing banal content (which has systematically floated atop of popularity for many years now) that would further drive people away, and utilizing demographics and interest to your gain. I've yet to see many a marketer talking about Afterwind to former-Paradox players, or varying cartograph RP groups floating around reddit and half/double-chan. Perhaps start there, rather than by word of mouth, as everyone has done before? What I see as truly necessary here isn't a large playerbase-- at first-- but a strong, differentiated one. games become popular through streaming and LP these days... maybe try there as well. Talking about the units, most relevant cities, etc. are objective facts, which I'm sure you can do as well as any other person.
