How to make maps?

How can i make maps? download? or something?

I don't know about the logistics of downloading or saving or how to make a good / balanced map, but there are 2 things you should know:
1. You need premium to make maps and scenarios.
2. The map maker has some serious problems which are unlikely to be fixed any time soon. People have made some great maps with a broken editor, but it definitely isn't easy.
