It has happened to someone who by careless you leave your cap in 0 and your supposed ally takes it and when you declare war you lose without being able to make any attack to defend yourself, we could change that, we could put it to the ally if he can take your capitals in 0 but to kill you have to wait two more shifts after declaring war.

OR u could let 1 milicia in your cities in order to avoid that, if u don't trust your ally

OR always have ur cap garrisoned
