I thought my sarcasm was obvious ; to clarify i'm a partisan of quick actions, for example by changing several issues or implement minor ideas that would bring fresh air to the game, instead of just wait for a map editor that only a few ppl will actually use.

Therefore i support xeno idea, as i've supported for a long time the idea of a " building option " on maps, on the classical version of the game and not on the test server ; no one ever go there, we should be able to test buildings as an option (close to extra cities for example). I assume not as long as the fixation of the map editor, but still change the game play. Many good and small ideas could be added quickly, only by changing the strategic lents by which the admin(s) are (is) currently looking at the game.

From a developers side you don't add new features before your main product is finished.

Limit map access offer more of your (atwars own)
raise/limit player lvl before they can access map making.
narrow player lvl's in games=no more 5,6,7,8,9 v 0,1,2,3. 'cos thats basically farming which is against your own rules.
=players not able to play so many maps at the same time = less server stress.
ensure no option but to use test server.
if map access main reason for premium then,as suggested already by someone else have a maps only premium.
you may have considered all these before but if things are going pear-shaped why not implement temporary measures 'til mainstay problems resolved.
we need more total annihilation not less=more considered/patient actions/players
