Cant download silverlight???

Hey,
Im having trouble using atWar because i cannot download microsoft silverlight, everytime i download it says 'unable to download' . Im using safemode right now because everytime i log onto my windows 7 computer it either freezes or just shows a black screen. Is there any way i can download silverlight on saffemode?
