I can't send private messages to some people

Lately I tried to send private messages in game to some people (LDK and Skenderbeu) But It doesn't work, and they did not ignore me..I can send them pm's with other accounts, tho.
Could anyone help me please?

Huh? I mean in-game private messages, not PM's.
