For a world game FFA, i'll pick USA: Great lake. it isolated from most battle and relaxing than europe and asia- from there expand in north america spread south to south america than to the west coast of africa and south africa.

Depends on funds: 10k Turkey with extra cities world map is amazing, 15k turkey is still really good, also in the china region is nice, usa is good but too isolated, unless you are mos you are kinda screwed as usa trying to invade asia or Europe bc you can be seen and countered.
