I would like a system where we could play random ELO games, I mean, ELO games without knowing who your opponent is until you start.

In my opinion a -Rated Game- option when you are creating a game would satisfy any needs.
The first turn in a duel is essential. Having duel requests delayed to turn 2 just leaves room for
players to pussy out if things dont look well for them.

Why shouldn't i "pussy out" if for example russia central or france infantry suddenly goes hardcore and i fail an expansion that has worked for 100 times before.
Simple: Because you took the risk to make an expansion that has a ~1% chanceto fail.

+1 to this idea. It seems to be too common that people decline a duel if they have a bad first turn.
I tried to title the game "1v1 rated duel", still the opponent declined a duel after the first turn (or first two turns, if we take into account his knowledge of his second turn moves). EDIT: Happened two times in a row now.
Also, having one-on-ones rated by default seems an obviously good idea, it is like this in pretty much any other online game.
Keep in mind that the more common rated games become, the better the rating system will work, and the harder will it be to farm incorrectly rated players (because they will quickly get a correct rating - say, a new guy quickly falling from his initial 1000 to 800 by playing other low ranked players rather than a would-be-farmer).
