What do the enemies and ignore lists exactly do?

The ignore list blocks a player from speaking to you in any way, your pretty much blocking the player you ignore out of your life. The enemies list is to pretty much list the players you find that you believe to be your "enemies", nothing much more than that though.

I was wondering if there is a way to block someone from joining your game, or kick him somehow. I think kicking works only if he is inactive for 3 tuns (game has started).

You are right, there is no way to do that unless they are idle for 3 turns. The best way to keep players out that you dont want to play is make a private game, or set rank restrictions.

Thats not to keep players you dont like out of the game, its to prevent idle players who arent selecting a country from hanging up the game. If people abuse this they'll just remove the function.

Just saying public games are public, that means anyone can join unless something else disqualifies them.

But if you know someone betrays way too often why allow him to play? Public is public is a very weak arguement... It's not like I don't want anyone to play, just 2 people of the whole community.

If you already know he is a backstabber you simply don't ally him. Now, you can't punish a player because you didn't like what he did inside another match.

Actually, I really enjoy playing games against the players who are in my enemies list. What would be the fun without the pleasure of defeating one of them?

Still, as others have already said, you can:

Create a private game;
Set rank restrictions;
Put the specific player on ignore list (is he is a troll or something);
Put the specific player on enemies list (if he did something you didn't like and want to remember).

No matter how hard they might troll me I will never put on ignore... that's for people that are weak.
There's someone that betrays and someone else that make the most imbalanced alliances possible... Especially the second guy who other people can't refuse an alliance with I really want to keep out, his tactic is lame and requires much less skill than what his rank shows. See Ironail, he makes good teams and not overpowered ones. That guy isn't a fucking dick.
