So you know in maps where a weak player gets more units than their reinforcements because of a stronger player, is there a way to turn this off when making a map/scenario? If not is there a formula for extra units? How much smaller must a country be to receive them?

You are a rank 5 and are confuse about this!?......
If A player has a country with 30 man power, and B has a country with 25 man power, country B will get 5 extra reinforcements.
But in the end:
(A has 30 infantry + 30 reinforcement and B has 25 infantry + 30 reinforcements)

What do you mean, if someone has 30 manpower the 25 manpower doesn't get extra units surely? I thought it was only for big differences...

Just make cities in a no go zone so that they won't get all the extra reinf in their home country.
