It's determined randomly, pure and solely luck XD if you attack his stack and he didn't attack yours, you'll be the one using the attacks stats and your opponent will be using his defensive stats. In case both of you attacked each other, each one will randomly attack or defend per turns. And your units will attack or defend in order of higher attack or defense.

It's determined by the unit with higher attack.

When they have the same attack, it is random.

Oh sorry for being smart-ass

Not really, he isn't asking about turnblocks but I won't argue about that here.

First , thank you for your answers. but it seems to me you didn't quiet understand what i was really asking about. in the scenario i described above there aren't two stacks attacking each other. it's just my stack -consisting of raiders with an att.value of 7 sitting in dromonds which also have an att.value of 7- which attacks an enemy city with a enemy stack in it..
now if i drive that stack into an enemy harbor how can i make sure that the subs will be launched before the raiders. because even if i win the battle, if the raiders will be active first in the battle and get eradicated during it i could be left with a cpl of empty subs which can't take over the port. so obviously i want the subs to strike first and then the raiders/marines (within the same attack/battle). and no, i can't land the marines first and then strike the enemies harbor because in this case the port is being secured from the land side

i hope i could make myself a bit clearer?

Though I did. The game will decide randomly if raiders or dromonds attack
