Fortifying every turn.

Like risk there should be option to fortify some specific number of units every turn. The limit for every turn should be between 10-25. Host will be able to set this.
Many players don't know risk so i explain what is fortifying.
For example the host set max 15 units that can be fortified every turn. So in every turn you can move 15 units from one of your city to other city. No matter how much distance between 2 cities but both cities should be your. Not important to move 15 its max limit you can move less then 15 too.

What do you mean? I've never played risk so idk what you're talking about could you explain further pls?
