What does "100 additional cities" actually do?

What does 100 additional cities actually do? I mean I understand it gives more cities (d'uh...) But does that mean that when you're making scenarios, you can add your own cities (and place them where you want) or does it just add cities like the capital of Montengero, etc..?

You cant add new cities to your map (for now, in the next update you can link to the next update ).

this option just adds some cities into the maps, which do not exist on the usual map.
