Units and scale

To Amok and Ivan I guess... did/do you guys have an idea of what the units represent? You've said they represent small armies... do you use any more precise ideas? Perhaps the infantry/tanks are brigade size, submarines and destroyers are division size, bombers and fighters are wing size? or perhaps you have numbered unit scales?
