I looked at the paste bin and what it says is "Carthaginians have 10 fleets that must be defeated first (unless its turn 1), and 10 armies. We need 5 fleets to support our troops in sicily as well."
What he means is we do need a fleet to transport our armies. But, since Carthages' navy is being retrofitted, it is in Carthage at the moment. If we attack this turn (turn 1), we will be able to land our armies, no sea battle. If we wait any longer (turn 2 or later) the Carthaginian navy will have finished repairs and will be blockading the island. That means that after turn 1, we will have to fight their navy before landing on Sicily.

On another note, I didn't get to vote since phase 2 hadn't started when I went to sleep, and when I wake up, phase 3 has. Could you in the future make phase 2 longer (accounting for time zones?)

Opting to cross into Sicily at once, Consul Caecilius army moves southwards to secure the city of Catania. But, just as the campaign had begun scouts report the carthaginian army was far closer than they had thought, they had marched along the northern coast of the island and were threatening Messana to cut off their supply line. Rushing back, the Romans are confronted with ranks of carthaginians, gauls, numidians, and elephants. Eager for victory, the romans set upon them in a flanking attack to break their right. However, this is when matters begun to go awry. Whether by treachery or cowardice, the mamertine legion quits the field only after a token fight and disappears into the hills. Soon after, a contingent of greek mercenaries in the employ of carthage arrive from the south -- the rear of the carthaginian army. Although far too small to pose a danger to the legions, a wild rumor begins to spread among the troops that entire Syracusan army had marched to the aid of Carthage and they were about to be slaughtered between them.
At this moment the elephants are unleashed, either by luck, or the good senses of the carthaginian commander. Either way, a series of unfortunate events and Caecilius loses control of half his army to panic. Some fools try to swim back to italy, others run into the hills like the mamertines. Caecilius is able to cut a way to the roman fleet which provided some support. The evacuation was difficult, and there were losses and men left behind, but Caecilius escaped with 4 legions intact.
On the horizon, the sails of the Carthaginian fleet could be seen, and Messana was doomed.

Actually if we left 2 at home and had the same rolls we would save 1 legion since disaster kills half your legions.
