Simple boost I think can help the strategy add 5% chance of finding Infantry in capture city. This would make the strategy unique and much more usable in large maps with many cities. So basically every time you attack a city you have a 5% chance of getting Infantry instead of Militia. So on maps like Ancient or Dreamworld the more cities you attack the higher your chances of getting Infantry in some of your cities next turn.

I don't think that is a good idea. Militia are placed in your newly captured city for defense so it only make sense to keep defensive units in captured cities.
I believe the critical right now is perfectly fine. What the strategy really needs is a something to make it viable on competitive maps.

I'm thinking that if you accidentally end up with 8 infantry (costing about 50 per turn in maintenance) in a low-income, low-cash game (such as, say, 3k$ Africa), that's not good, it's potentially horrible.

Exactly what Raul said. Would expect it to be used with countries like Spain where you have a larger number of cities for the taking and you would have the fund to purchase the required units(if done right)

I'd also consider using it with Ukr as it usually expands to many cities, manages to stack high amounts of units and has nice intial funds should be fun!

TBH, the ideal way to make it very unique was if there was a 5% chance of finding ANY fighting unit (tanks, bombers, stealth, destroyers, submarines, helis) AND a chance of converting the city militia to infantry. To top it off, Lucky Bastard should be able to get rare units even in a no-rare units game.

But tb doesn't have anything to be with rare chances. You can't possibly complain about such thing. First of all cause it's not something that affects you directly as stoping your move and secondly cause it's not something you will conciously seek. And in order to get them, you've had to pick your strategy, with its pros and cons. You just get it by luck, while doing normal expansions. It's more like a bonus, a fun bonus XD The drawback is the higher cost of your units.

You wasn't supposed to take it literally i was just saying we already have chance in this game with tb and people complain about that and it'll just lead to more complaints... also think about it...people put rares "off" for a reason. How about a chance to find an extra 20 income when taking a city? Critical attack/ defence chance....
