Inspired by all the revolutions and rebellions that occur within the nations: The French revolution, American Revolution, the Russian revolution, The american civil war. They were primary regular citizen with little training. Hence the militia boost. They were also pretty good at maneuvering in their own homeland, hence to boost to sea transport and movement

Primary Boost:
Militia +1 attack, +4 Mov +10 Cost (I think it will be more competitive in the competitive scene if we remove the +10 Cost)
Sea Transport +1mov -100 Cost
+1 attack on INF (Laochra made a good point, and having this would make the strategy very strong on inception)

Nerfs:
+50 Cost to all Air
+20 Cost to tanks
-1 attack to Inf

50 cost isn't gonna stop anyone from using air units. GW has 750 for AT and 370 for sea trans and after t1/t2 it rarely stops it from using transports to get some good jews in. the 50 cost increase will only stop it from it's general expansion being too wide, but isn't enough to discourage anyone.

A strategy needs a real nerf to counteract the buff, but I don't see one here.

This strategy can be easily modified to make it less coup d'état and more human wave tactic type. Soviet World War 2 style. Nerf the attack and defence but provide lower starting cost, and provide for receiving higher starting reinforcements. Boost to heli and water trans, Nerf to bomber, ATs and destroyers. GW is stealthy quality through quantity. This'll be 'in your face' type quality-quantity.
