Scenarios' need them. Badly. AAs' just don't cut it as a form of artillery. Napoleon scenarios', Roman scenarios', the World wars', all had high use of Artillery, but yet they do not appear unless you sacrifice the tank unit which could better be used as Cavalry or a Bombard. Sure, they are very OP; but then again, why not just lower the attack a point or lower the defense to 1 or 3? They added Helis', I don't see why Heavy artillery can't be added. Like I said, they would be amazing for scenarios', and that's my main reason why I'd like too see them in the game. So, let's go over the varying factors of Heavy artillery here, and make a unit out of it.

Ok, first of all AA's suck. they cant shot one plane down out of 100. Artillery have allways been the main thing in wars, cannons and stuff. we dont have it

In a scenario you can change "anti aircraft" to "Artillery". And Ivan said there not adding any new main units...

I do feel like this game is missing an artillery unit. Something with less range but high view, good attack and bonus to defense against tanks, but weaker against infantry and marines. Possibly good against bombers too.

Now, I apologize if I am mistaken, but the comments I have seen from Ivan and Amok have stated they will not add any new units THAT SERVE THE SAME ROLE AS OLD UNITS. Artillery would be creating a new role in the game.

Maybe the devs could just allow us to enable rare units in scenarios? Then we wouldn't need a nuclear war gametype or any of that stuff, just rename Fargo "Nuclear silo", give it a few Afterwinds' and you're good?

Marines, Submarines, Sentry Planes and Stealth planes all are stealthed and each has a different role, each brings something new to the game. Bombers, Destroyers and Tanks are offensive units and each has a role. Infantry and Militia are both defensive and each has a role. Heavy Artillery is a unit that can be used both offensive and defensive and it's role is very similar to the tank's and infantry's. But adding rare "buildable" units to scenarios should be a possibility.
