I think it would be great if we could create our own units for scenarios. It should feature the following options:

Set value of Attack, Defence, ARB, HP, Range, View, and Cost
Set Capacity and toggle if it can only carry marines
Set defense bonuses against other units
Set any nerfs or buffs caused by different strategies
Toggle ability to capture cities and form walls
Toggle stealth
Set unit type (Air, Sea or Land)
Set unit symbol (Tanks, infantry, submarines, planes, ships. Perhaps new symbols should be created, like rockets and horses?)

These options would allow the creation of crazy units such as:

Missiles(eg. 1000 attack, 1 defence, 1 HP, 1000 range, 1000 cost)
Walls(eg. 0 attack, 1 defence, 2000 HP, 0 range)
Superman(eg. 1000 attack, 1000 defence, 1000 HP, 50 range)
Random lucky units(eg. 0 attack, 0 defence, 100 ARB, 7 HP)

This would serve as a solution to those people who want new units to be created. They can simply create them in a scenario and then start a scenario with no difference to a normal game except for the addition of the new unit(s). This would also allow much more variety to scenarios as there many more units to play around with.
