Can anyone show me where this concept is explained or explain it to me?

Player A picks a country with 20 reinforcements
Player B picks a country with 1 reinforcement

Player B starts with 10 reinforcements. As far as I'm aware reinforcement compensation is the mean of all the nations populations

I'm not so sure about it, but it's good to clarify that we're talking about the bonus reinforcement. For example, the said B player would have 1 reinforcement + 10 bonus reinforcements = 11 (in the first reinforcement only).
