1) Open sea can't be walled by either Armada Players while neutral
2) Khuzait Khanate Is Allowed to Wall fuck T1 but cannot move his stack into the Imperial Khanate's lands T1
3) Any trolling will be kept track of on a "FOUR" track record until permanent ban from the map
